It's not too surprising. Many who joined the order were unwilling participants. After awhile, I noticed he would simply go through the motions of attempting to seize the refugees, only for him to turn back to try again another day. I suppose that was his own form of rebellion.
It was at that party I learned why the Black Order let him get away with it.
